NORTH OF ENGLAND [UNDER 14]

AMATEUR JUNIOR OPEN STROKE-PLAY CHAMPIONSHIP

CHAMPIONSHIP CONDITIONS 2018

 

1:           RULES of GOLF:

 

1.1         The North of England [Under 14] Amateur Open Stroke-play Championship will be played in accordance with the Rules of Golf as published by the Royal & Ancient Rules Limited, and such Local Rules, Conditions of Competition and Regulations as shall be approved by the Championship Committee of the North of England [Under 14] Junior Open Stroke-play Championship appointed for the purpose.

 

2:           THE TOURNAMENT:

 

2.1         The North of England [Under 14] Junior Open Stroke-play Championship is open to boys and girls, of all nationalities, under the age of 14 years at 00.00 hours on the 1st, January in the year the tournament is played.

 

2.2        The Championship will be played over 54 holes of stroke-play over three consecutive days, 18 holes being played each day. After each round there will be a re-draw of all competitors in descending order of scores.

 

2.3         The number of competitors will be limited to a maximum total of 90 No. Should it become necessary to restrict the number of competitors, entries will be accepted strictly in accordance with the lowest recorded official handicap of the competitor.

 

2.4          A player is prohibited from using a caddie during the stipulated round.  

              Penalty for breach of this condition: Two strokes for each hole at which the breach occurred; maximum penalty per round – four strokes [two strokes at each of the first two holes at which any breach occurred]. A player in breach of this condition must upon discovery immediately ensure they conform with this condition for the remainder of the stipulated round. Otherwise the player is disqualified. Spectators are not permitted to coach or give advice to players, including club selection and alignment, and are not allowed on the putting surface. Penalty for breach of this condition: Spectators will be given one initial warning and if the breach is continued will be asked to leave the course. Where possible spectators are requested to remain quiet and observe a reasonable distance from players throughout play.                                                                                                                                                            

2.5          The Tournament will be played annually over the course at the South Moor Golf Club, The Middles, Crag Head,               Stanley, County Durham, DH9 6AG on a date to be determined by the Championship Committee of the North of England [Under 14] Junior Open Stroke-play Championship.

 

2.6          The Championship Committee reserve the right to change the venue for the event should it become necessary for       any reason and agree to advise competitors accordingly.

 

2.7          All disputes shall be decided by the Championship Committee appointed for the purpose of the competition whose decision shall be final.

                           

2.8          When play is suspended for a dangerous situation [e.g. lightening] the signal will be a prolonged blast on a klaxon.

 

2.9          Suspension of play for any other reason will be signalled by several short blasts on a klaxon. Players will be notified to resume play by two blasts on a klaxon.

 

2.10        Conforming golf balls: The ball the player plays must be named on the current List of Conforming Golf Balls issued by the R & A Rules Limited. Penalty for breach of the condition: Disqualification.

 

2.11        Conforming golf clubs: Driving clubs must be as approved by the R & A Rules Limited. See Appendix II, 5a of the Rules of Golf. Penalty for breach of the condition: Disqualification.

             

2.12        Distance Measuring Devices: Players are permitted the use of a distance measuring device for the purpose of               measuring distance only. Artificial devices or unusual equipment designed to gauge or measure other conditions that might affect the play of a competitor [e.g. gradient, wind-speed, temperature, etc.] is in breach of Rule 14-3, regardless of whether any such additional function is actually used. Penalty for breach of the condition: Disqualification.

 

2.13        If a player suffers from a condition which may require urgent medical attention [e.g. Asthma, diabetes, epilepsy, heart condition, allergies to bee or wasp stings, etc.] it is important you notify a member of the Tournament    Committee accordingly with regard to steps to be taken in the event of an attack.

 

2.14        TEAM TROPHY:

 

a:       Players competing in the North of England [Under 14] Junior Open Championship may combine to enter a  team of               three players to compete in the North of England [Under 14] Junior Open Championship Team Trophy.


b:       Players must complete Entry Form in full, and submit it to the Tournament Committee of the Championship prior to the first player in the team commencing play on the opening day of the Championship.


c:       Substitutions may be made at the sole discretion of the Tournament Committee provided the replacement is a               competitor in the North of England [Under 14] Junior Open Championship and has not commenced play on the opening day of the Championship.


d:       The competition will be played over the first 36 holes of the Championship and will be decided by the best aggregate gross score of two from three scores in both the first and second rounds.


e:       In the event of a tie the winning team will be determined by the total aggregate gross score recorded by all the               three players competing in the team.

 

f:        In the further event of a tie the Team Trophy will be shared.

 

g:       Teams of two players may be accepted at the discretion of the Tournament Committee, but will not be eligible to win the Team Trophy in the event of the implementation of Clause e: above.  


h:       If a player is disqualified during or after the first round of the Championship, he may continue to play in the Team               Trophy and his score used to count in determining the result, but the player is disqualified from the North of England               [Under 14] Junior Open Championship.


i:        Other Tournament Conditions shall be as seen in the North of England [Under 14] Junior Open Championship.

 

j:        There is no entry fee for the Team Trophy.

 

3:           ENTRY QUALIFICATION:

 

3.1         Entrants must be under the age of 14 years at 00.00 hours on the 1st, January in the year the tournament is to be played.

 

3.2          Entrants must to be in possession of an official playing handicap under the CONGU Unified Handicapping System or a comparable scheme operated by a recognised overseas Union, Federation or Association. Handicap Limits: Boys – 18 Girls - 24

 

3.3          No entries will be accepted by telephone.

 

3.4          No refunds will be made unless the withdrawal is received before the closing date for entries.

 

3.5          Withdrawals will be subject to an administration fee of £ 7.50.

 

3.6          The Championship Committee reserve the right to refuse any entry without explanation.

4.2          In the event of ties for the best overall gross score trophies will be held jointly. In the event of ties for all other prize places the decision will be taken by card play-off.

 

4.3          Trophies presented at the prize presentation will be held by Golf-Concepts LP and engraved annually with the               winner’s name. In the event of a tie the Trophy will be held jointly.

 

4.4          The leading three boys and the leading girl in the final standings of the North of England U14 Championship 2014         will be exempt from ballot in the North of England U16 Championship in the following year.

 

4.5          One place will also be reserved in the North of England U16 Championship, in the current year of the competition, for

the competitor [boy or girl] taken from the leading three players in the North of England U14 Championship. The Tournament Committee of the North of England U14 Championship will collect and forward any entry fees due and notify the organisers of the North of England U16 Championship of the contact details of the successful player within 24 hours of the conclusion of the U14 Championship.
